Feed-in Tariff (FIT) Programme for Renewable Energy Customers
The Feed-in Tariff (FIT) programme, replacing the former Renewable Energy Rider (RER), is designed for customers with renewable energy (RE) systems who wish to supply power to the grid. The programme is available to customers who qualify under the following tariffs: Domestic Service (DS), Employee (EMP), General Service (GS), Secondary Voltage Power (SVP), Large Power (LP), and Time-of-Use (TOU).
Billing Options for Customers Selling Power to the Grid
Customers who sell power to BL&P's grid are billed under either the FIT or the pre-existing RER programme. Rates paid to customers for energy generated from RE sources are determined by the Fair Trading Commission (FTC). Customers continue to purchase power from BL&P at standard electricity rates and are billed under one of two arrangements:
Buy All/Sell All Arrangement
- Under this arrangement, customers are billed at their regular electricity rate (inclusive of VAT) for all energy consumed, regardless of the source. They then receive a credit on the bill for the total electricity generated by their RE system at the FIT or RER credit rate.
- Note: Customers with systems larger than 3kW must use this billing arrangement.
Sale-of-Excess Arrangement
- Customers with RE systems 3kW or smaller may opt for this billing arrangement. Here, customers are billed at their regular electricity rate (inclusive of VAT) for what they use from the grid and receive a credit for any excess electricity sold to the grid (i.e., electricity generated but not used by the customer).

Application Process for Grid Interconnection
Important Notice: Due to the current grid capacity limit of 100 MW of Solar PV, there is a temporary pause on renewable applications. Additional RE systems cannot be connected safely without implementing mitigation measures. We will update customers when capacity becomes available again.
Before interconnecting to the grid, customers must obtain written approval from BL&P, demonstrate compliance with safety and performance standards, and meet interconnection requirements.
Residential Customers:
- Systems below 10 kW: A Right to Renewable Energy certificate from the Ministry of Energy and Business (MOE).
- Systems 10 kW or above: A license from the MOE.
Commercial Customers:
- Systems above 25 kW: A license from the MOE.
Additional Requirements for All Applicants:
- Single-line Diagram: Must be approved by the Government Electrical Engineering Department (GEED).
- Certificate of Approval: Issued by the GEED.
- General Liability Insurance:
- Minimum coverage of $100,000 for RE systems up to 10 kW.
- Minimum coverage of $500,000 for RE systems greater than 10 kW.
- Feed-in Tariff Agreement: Must be signed and witnessed.
- Voltage Frequency-Ride-Through (VFRT) Settings.
- Connection Impact Assessment (CIA): Required by BL&P for renewable energy (RE) systems 150 kW and above and is obtained by applying through the MOE when applying for a license.
Exceptions:
The following documents may be submitted after approval if unavailable at the time of application:
- VFRT Settings
- Certificate of Approval from the GEED
- Insurance Coverage Certificate: Required only for systems on new buildings, leased roofs, or greenfield sites not connected to an existing building.
